From the perspective of creating a practical guide which meets the needs of developing countries, InfoDev developed a manual of good practices in regulation in 2004 in partnership with the International Telecommunication Union (ITU), on ICT - the Toolkit.

The manual is divided into seven modules, operating only the Web, and is intended to assist countries in regulating communications effectively. It is published in English and is being translated into other languages, including French, Spanish, Russian, Arabic and Chinese.
