The latest session of the Council of Administration (CA) and Postal Operations Council (POC) of the Universal Postal Union (UPU), which took place in Berne, Switzerland from 21 January until 8 February, was marked by issues related to the preparations for the 24th UPU Congress, the supreme authority of the Union, scheduled to be held in August this year in Nairobi, Kenya.
Given the current violent situation in Kenya and the lack of social and political stability, the UPU opened discussions with Kenya on moving the Congress venue to neutral territory. In view of Kenya not withdrawing invitation, the members of the CA decided to approve a resolution determining that the Congress be held in Geneva, Switzerland between 23 July and 12 August 2008. Nevertheless Kenya will continue to benefit from the premises of host country and will continue to hold the chairmanship of the CA. The resolutions also sets out that Kenya also have the opportunity of being the host country of the Strategic Conference to be held in 2010.
