Decree-Law no. 1/2005, of 4 January, has been published in the Diário da República, establishing the public contract regime for the rental or acquisition of electronic communications goods, services and networks, as well as of associated equipment and services, transposing in part to the national legal order Directive 2004/18/EC of the European Parliament and of the Council, of 31 March, and amending Decree-Law no. 197/99, of 8 June. The new regime shall enter into force 15 days after the publication of the statutory instrument.
The Resolution of the Council of Ministers no. 181/2004 published on 22 December 2004 is comprised within this context, having approved the Communications Guide for the Public Administration, aiming at making available a set of principles and good practises in this field.
