By determination of 6 December 2002, it was decided not to be against the enforcement of the:

(a) Prices for non-reserved services that integrate the universal postal service to be in force in 2003 and respective proposal for signature of the Addenda to the Price Convention of Universal Postal Service;

(b) tariffs for the universal postal service for 2003:

- price variation for the reserved services package amounts to 2.5%;

- price variation for the non-reserved services package amounts to 2.3%;

- the national base tariff for non-priority mail (letter up to 20 grams of standardized format), in case of a stamp bought manually,  postage stamps and postage machines will amount to 0.30 Euros;

- the national base tariff for priority mail (letter up to 20 grams of standardized format), in case of a stamp bought manually and postage stamps in the post will amount to 0.43 Euros;

The Consumer Institute and the organizations representing the consumers were invited to give their opinion on the price proposal for the non-reserved services to be in force in 2003. Moreover, a copy of the tariffs proposal submitted by CTT was sent to them for their own information.
