Theme and objectives:

In accordance with Decree Law no. 7/2004 of 7 January, ANACOM is a participant in the meetings of the Contact Network of Spam Enforcement Authorities (CNSA). A joint meeting of CNSA is held each year with the London Action Plan, in relation to which a Workshop is being organised by this authority, was held in 2009 in Lisbon.

This initiative provided an opportunity to highlight the need to combat unsolicited communications (spam), enabling contact between various foreign organisations and debate on best practice in terms of action, among other issues.

The themes of this Workshop:

  • emerging threats and new forms of spam  (e.g., through social networks, SMS and online games);
  • statistics and trends in spam;
  • update on the regulatory framework for electronic communications;
  • voluntary exchange of information, according to cooperation procedures, for investigating cases of spam  - implications for privacy;
  • new anti-spam  legislation in certain countries;
  • technology for identifying and locating computer networks which have been manipulated to send out spam (botnets);
  • examples of cases of applying coercive measures to combat spam .

The CNSA is an official network, set up by the European Commission (EC), providing contact between the agencies responsible for spam enforcement in the different countries of the European Union (EU). The CNSA shares best practices among its members and engages in cooperation in acting to combat spammers in different countries.

The EC provides support and participates as an observer in the LAP, which brings together the authorities responsible for combating spam from around 20 countries. The objective of the LAP is to promote international cooperation between entities involved in combating spam and related issues such as Internet fraud, phishing and the spreading of viruses.

Participation in Workshop is free and open to all interested parties, but is subject to prior-registration.
The admission of participants was limited only to the capacity of the room.
