Principles of implementation and best practice regarding LLU
The Independent Group (IRG) issued on 24 November 2000 the guidelines on the implementation of local loop unbundling.
The IRG comprises the telecoms regulators of all EU states together with Iceland, Liechtenstein, Norway and Switzerland.
The document set out principles of implementation and best practice for local loop unbundling that should apply across Europe.
Taking into account that the referred document is based on a compromise established in the framework of IRG, regarding certain aspects (for instance the definition of responsibilities concerning network integrity and security, the definition of the spectral management plan and the promotion of info-inclusion), the different appreciations of the regulatory bodies should be safeguarded, namely those arising from the concrete national conditions
