On this area of activity, ANACOM performs the registration of ITED technicians (planners and designers/installers) through an appraisal of the requirements stipulated in the law. Therefore, a property owner or developer who wants to construct a new building or carry out alteration/renovation works hires an ITED technician (registered with ANACOM) for the development and installation of the respective plan for the telecommunications infrastructure of the building (in accordance with the ITED Manual).  Meanwhile the certification of this work is undertaken by an ANACOM registered certification entity.

The certification of the infrastructure of telecommunications in buildings, performed by the certifying authority, not only ensures compliance with the requirements applicable to the installation, which is required by operators of public telecommunications networks, but also links this infrastructure to the telecommunications networks.

Such is the essential nature of this scheme, which governs all acts involving the connection of buildings to the public telecommunications networks, allowing access to electronic communications services, in all new buildings or buildings undergoing reconstruction/alteration works.
