In general terms, universal service (US) is taken as meaning the minimum set of services of a specified quality which is available to all users at an affordable price.

Universal Service of Telecommunications

Set of public interest telecommunications services conceived to satisfy the communication needs of the population and the economic and social activities throughout the national territory. This set of services is obligatorily provided by certain operators, according to terms of equality and continuity and pursuant to suitable conditions of remuneration, taking into consideration the demands of economic development and social harmony and balance. Such obligations are laid out in the law and in the licensing agreements.

Upload

To send data (for example a text file or a programme) from one computer to another computer, generally from the customer's computer to the server. The opposite of download.

Upstream

Connection to transport information from the user to the network. May also mean the transport of an electrical signal from a terrestrial station to a satellite.

URL - Uniform Resource Locator or Universal Resource Locator

Standardised form to indicate the address of any resource present on the Internet and part of the World Wide Web. For example the URL of ANACOM's home page on the Internet is http://www.anacom.pt.

User

Any person or party who uses or requests determined services.

User Name

User Name - Abbreviated name (without spaces) specific to a user on the system of a determined internet access service provider. May be attributed or chosen by the user. The user name, or ID, followed by the site address where the user is registered becomes their email address.

User Profile

Set of information which includes the record of the type of use of a given service by a determined customer or group of customers so as to enable later development of more personalised services.
