The experience obtained from the various technical meetings of the Community of Portuguese Speaking Countries (CPLP) resulted in the idea of setting up an organization to function as a permanent forum for the exchange of information and the sharing of experiences and to help create an institutional and regulatory environment conducive to the strengthening of sectoral cooperation already developed at the level of the CPLP, and acting as a stimulus to innovation and development of communications in the countries involved.

It was with this objective that, on 9 October 2008, a Memorandum of Understanding was signed creating the Association of Communications and Telecommunications Regulators of the Community of Portuguese Speaking Countries (ARCT-CPLP).
