ANACOM is responsible for the efficient management of numbering resources, including the allocation of rights of use for numbers and the definition of conditions of use, as established in the Electronic Communications Law and in ANACOM Statutes.
Accordingly, the availability of adequate numbering resources must be guaranteed for all publicly available electronic communications networks and services, whereby it is incumbent upon ANACOM:
(i) To manage the National Numbering Plan according to the principles of transparency, efficiency, equality and non-discrimination, including the definition of conditions for the allocation and use of numbering resources.
(ii) To allocate numbering resources on the basis of objective, transparent and non-discriminatory procedures.
