6. Rolling Policy Agenda (INFO 01):

6.1 Revision of 1961 Stockholm Plan:
the Cardiff Assembly agreed on the merit of creating a high level ECC group to prepare this two-session conference, however views were divided about the timing. Consequently the ECC was invited to identify as soon as possible the policy issues to be addressed and how these issues should be handled, and report back to the Assembly (CA(03)09) 

6.2 WRC-03:
the Assembly is invited to give policy level support to the main strategic issues to be discussed at the WRC-03 (CA(03)12)

6.3 UPU Strategic Conference 2002:
the Cardiff Assembly invited the CERP Chairman to produce a report on the conference to the March 2003 Assembly (CA(03)19) 

6.4 ITU PP-02:
the Assembly will review the outcome of the PP-02 (CA(03)10) 

6.5 UPU Congress 2004:
the Assembly will review the main issues likely to arise (CA(03)20)

6.6 Relationship between CEPT and the European Regulators:
in accordance with item 13 of the RPA, the Assembly may need to consider the role of CEPT in relation to European Regulators (CA(03)08, CA(03)13) 

6.7 World Summit on Information Society:
at the Cardiff Assembly it was widely felt that the WG ITU could play a role in assisting CEPT preparation for WSIS, however the Assembly failed to identify concrete issues to develop within CEPT. A thematic session will be held on the status of the WSIS preparation, followed by a discussion and decision on CEPT’s involvement (CA(03)14) 

7. WG ITU - CEPT preparations for future conferences
the Cardiff Assembly decided that ECC WG ITU should report directly to the Assembly with effect from the March 2003 Assembly. The Assembly should appoint a new chairman of the group  (see Circular letter 2/2002 dated 21 November 2002) and review its terms of reference (CA(03)05, CA(03)03, CA(03)17, CA(03)21)

8. Report from the Ad-doc group on co-ordination of European Candidates for elected posts in international Organisations
an ad hoc group composed of experts from both ECC and CERP was establish by the Cardiff Assembly in order to discuss this matter and report to this Assembly (CA(03)15Rev1)

9. Co-operation with European Commission:
the Cardiff Assembly approved a draft MoU for discussion between the troika and the EC. The Assembly will consider any outcome (INFO 02).

10. Co-operation with other Regional Organisations:
the Cardiff Assembly decided to hold on a regular basis high-level meetings with representatives of other regional organisations. The troika will report on contacts/meetings held so far (CA(03)04, CA(03)22, INFO 03, INFO 04).

11. Tampere Convention (on the provision of Telecommunication resources for Disaster Mitigation and Relief Operations):
the Troika will provide an update to its previous paper (CA(03)16)
