São Tomé and Principe
São Tomé was the last Portuguese-speaking African country to establish a regulatory authority, a body which in addition to the communications sector also regulates energy and water.
ANACOM concluded a protocol of institutional and technical cooperation in May 2007 with its counterpart, AGER - Autoridade Geral de Regulação (General Regulation Authority). This protocol provides for the development of cooperation in the regulation of communications through frequent exchanges according to the framework of a joint action plan which includes, among other measures, the exchange of information and documentation, technical missions, work training, training courses and high-level meetings.
In view of the strengthening of relations between the two organizations and highlighting the importance of creating conditions which generate a more favourable and competitive environment for the communications market in the S. Tomé and Principe, the need arose in November 2008, to review the protocol and contract an Annual Cooperation Plan (ACP).
