SAP/SAB Services
Services Ancillary to Programme-making (SAP): support the activities carried out in the making of programmes, such as film making, advertisements, corporate videos, concerts, theatre and similar activities not intended for broadcasting to the general public.
Services Ancillary to Broadcasting (SAB): support the activities of broadcast service companies carried out in the production of their programme material.
The SAP/SAB services, apart from including ENG/OB applications, also include the service links that may be used in the production of programmes, such as talk-back or personal monitoring of sound-track, telecommand, telecontrol and similar applications.
Electronic News Gathering (ENG): the collection of video and/or sound material without the use of film or tape recorder, using small, electronic cameras and/or microphones with radio links to the news room.
Outside Broadcasting (OB): the temporary provision of programme making facilities at the location of on-going news, sport or other events, lasting from a few hours to several weeks. Outside Broadcasts are generally planned in advance. Video and/or sound reporting radio links (channels) might be required for mobile links, portable links and cordless cameras or microphones at the OB location. Additionally, video and/or sound reporting radio links may be required as part of a temporary point to point connection between the OB vehicle and the studio.
The following definitions are assumed for the various SAP/SAB applications:
Radio Microphone: body worn or handheld microphone with integrated transmitter.
In-ear monitor: miniature receiver with earpieces for personal monitoring of single or dual channel sound track.
Portable audio link: body worn transmitter used with one or more microphones with longer operating range capabilities than that of radio microphones.
Mobile audio link: audio transmission system employing a radio transmitter mounted in/on motorcycles, cars, racing cars or boats. One or both link terminals may be used while moving.
Temporary point-to-point audio links: temporary link between two points (e.g. part of a link between an OB site and a studio) used for carrying broadcast quality audio or for carrying service (voice) signals. Link terminals are mounted on tripods, temporary platforms, hydraulic hoists, etc. Two way links are often required.
Talk-back: for communicating the instructions of the director instantly to all those concerned in making the programme; these include presenters, interviewers, cameramen, sound operators, lighting operators and engineers. A number of talk-back channels may be in simultaneous use to cover those different activities. Talk-back usually involves constant transmission.
Telecommand/remote control: radio links for the remote control of cameras and other associated equipment.
Cordless Camera: portable camera with integrated transmitter, power pack and antenna for carrying broadcast-quality video and sound, over short ranges.
Portable video link: portable camera with separate transmitter, power pack and antenna set.
Mobile airborne video link: video transmission system employing radio transmitter mounted on helicopters or other airships.
Mobile vehicular video link: video transmission system employing radio transmitter mounted in/on motorcycles, cars, racing cars or boats. One or both link terminals may be used while moving.

Link terminals are mounted on in tripods, temporary platforms, hydraulic hoists, etc. Two way links are often required.

Note: Temporary point-to-point video links should preferably be accommodated in the traditional fixed services bands, following the same channel arrangements.
Operating frequencies are assigned on a case-by-case basis and for a specific area, according to the ''first come first served'' principle.
In accordance with article 13 of Decree-Law no. 151-A/2000 of 20 July, under the terms of Decree-Law no. 264/2009 of 28 September, radio temporary licences may be granted for a period not exceeding one hundred eighty days, and may be renewed once and for a period of time.
The value of the usage fees to be collected is reached by using the following formula:
- Applicable annual fee x (no. of days of licence validity / 360 days).
For occasional audio and video links, the applicable annual fees are as follows:

Urgency Fee: If the application for temporary licensing is not submitted to ANACOM up to ten days prior to the date on which it is proposed the radio licence should come into force, the applicable fee will be increased by 50% of its value, with a minimum of 75 euros.
Minimum Fee: The value of 50 euros is the minimum value of spectrum fee applicable to stations or networks of each radiocommunications service/application to be used for temporary events.

Broadcasting: Unilateral transmission of sound communications through radioelectric waves or any other appropriate form, for reception by the general public.
Fixed Service: Communications service between two determined fixed points.
Frequency Band: Group of frequencies for the provision of services, through the use of technology and suitable equipment.
GHz - Gigahertz: Unit of frequency equal to one thousand million Hertz (10^9 cycles per second).
MHz - Megahertz: Multiple of the Hertz unit of frequency, equalling a million Hertz (a million cycles per second).
Radio communication: Transmission of sounds, images, writing or other information by radioelectric waves.
Radiocommunication Service: A service involving the transmission, emission and/or reception of radio waves for specific telecommunication purposes.
Radiocommunications station: One or several transmitters or receivers, or a set of transmitters or receivers, including accessory equipment, in operational state, required to provide a radiocommunications or radio-astronomy service at a given location.
VHF - Very High Frequency: One of the frequency bands used for the broadcasting of terrestrial television service.
