The BEREC Contact Network held a meeting last 5-6 May in Luxembourg.

The expert working groups (EWGs) reported on the status of ongoing work, specifically: the proposed monitoring of broadband common positions and the current situation regarding non-discrimination and the cost of non-Europe, or roaming data collection and the report on roaming conformity; article 7 procedures, inclusion of the BEREC Regulations in the EEA Agreement and BEREC's role during phase I of the article 7 notifications, a report on broadband commercialisation aspects; the proposed Commission recommendation on universal service and broadband promotion; and the report on mobile termination rates (MTR) - a report was also presented on a proposed questionnaire for fixed termination rates (FTR). Lastly, the response to the European Commission’s questionnaire on net neutrality and switching was debated.

Glossary
Broadband: Used to describe services or connections which allow the high speed movement of considerable quantities of information, with upstream speeds in excess of 128 kbps.
Net Neutrality: Characteristic of data networks which give equal priority to all transmissions as they cross the network. The general understanding about it is that it is a principle of non discriminatory behavior by network access operators to any type of application / protocol, where the risk of jeopardizing network resources is normally not considered. This means that all electronic communication passing through the network is treated equally and that the handling of the traffic does not depend on the content of the communication, which service or application that uses the communication or the address of the sender or receiver of the communication. From a consumer perspective, network neutrality is the principle that Internet users should be in control of what content they view and what applications they use on the Internet.
Roaming: International Roaming is a service that allows you to use your mobile phone abroad to make or receive voice calls, send or receive data (including SMS, MMS and Internet access) or gain access to other features associated with this type of service. The prices charged for communications in roaming are generally higher than the prices of communications within the national territory. This is because the foreign operator charges your home operator for the use of its network.
US - Universal Service: In portuguese, Serviço Universal (SU). In general terms, universal service (US) is taken as meaning the minimum set of services of a specified quality which is available to all users at an affordable price.
