Radio licensing exemption for ESV work stations and radio determination stations installed on-board vessels

By determination of 29 June 2011, ANACOM has decided, pursuant to point b) of paragraph 1 of article 9 of Decree-Law no. 151-A/2000 of 20 July, to grant an exemption from radio licensing to the following stations:

  1.  Earth Stations on-board Vessels (ESV) operating in the 5925-6425 MHz (earth-space) and 3700-4200 MHz (space-earth) frequency bands at distances exceeding 300km from the normal base line, along the Portuguese coast, on a non-interference and non-protection basis, according to the technical and operational conditions laid down in Resolution 902 (WRC-03), and licensed by the IPTM - Instituto Portuário e dos Transportes Marítimos (Port and Maritime Transport Institute) pursuant to current legislation;

  2. ESV earth stations operating in the 14-14.5 GHz (earth-space), 10.7-11.7 GHz (space-earth) and 12.5-12.75 GHz (space-earth) frequency bands without geographic restriction, on a non-interference and non-protection basis, according to the technical and operational conditions laid down in Resolution 902 (WRC-03), licensed by the IPTM - Instituto Portuário e dos Transportes Marítimos (Port and Maritime Transport Institute) pursuant to current legislation;

  3. Radiodetermination stations (including radio navigation equipment) installed onboard vessels licensed by the IPTM pursuant to current legislation.

Accordingly, it was likewise decided to amend annex 4 of the National Table of Frequency Allocations (NTFA) which governs radio licensing exemptions.

Glossary
Frequency Band: Group of frequencies for the provision of services, through the use of technology and suitable equipment.
Maritime Mobile Service: In portuguese, Serviço Móvel Marítimo (MM). Mobile service between coast stations and ship stations, or between ship stations or between associated on-board communication stations. Survival craft stations and emergency position-indicating radio beacon stations may also participate in this service.
Maritime Mobile-Satellite Service: In portuguese, Serviço Móvel Marítimo por Satélite (MM-S). Mobile-Satellite service in which mobile Earth stations are located on ships. Survival craft stations and emergency position-indicating radio beacon stations may also participate in this service.
National Frequency Allocation Plan (NFAP): Spectrum management instrument that consists of the frequency allocation table (radio services assigned to each band), the publication of the allocated and reserved spectrum in the scope of publicly available electronic communications networks and services, as well as the specific cases that require rights of use and the respective process of allocation.
