Summary:
The February 2012 issue of the Spectru monthly bulletin covers the first phase of the plan to end analogue terrestrial television transmissions (switch-off plan), approval of the report from the public consultation on the process of designating universal electronic communications service provider(s) and the launch of two consultations, one on revision of the broadband markets analysis and the other on unification of the titles of Optimus, TMN and Vodafone.
This issue also includes articles on the publication of ANACOM studies regarding universal postal service provider prices in the European Union in 2011, the quality of service of GSM and UMTS networks in the Azores and Madeira, and disclosure of the draft decision on the price of the service of (analogue) broadcasting and distribution of (terrestrial) television signal practiced by PT Comunicações, as duly reported to the European Commission, BEREC and national regulatory authorities of the other European Union member states.

Digital Terrestrial Television (DTT): Name given to the system of digital television broadcasting by herzian or terrestrial means, based on the DVB-T standard, which replaced the terrestrial analogue system.
Electronic Communications Network: Transmission systems and, where applicable, switching or routing equipment and other resources which permit the conveyance of signals by wire, by radio, by optical or by other electromagnetic means, including satellite networks, fixed (circuit- and packet-switched, including Internet) and mobile terrestrial networks, electricity cable systems, to the extent that they are used for the purpose of transmitting signals, networks used for radio and television broadcasting, and cable television networks, irrespective of the type of information conveyed (Law no. 5/2004 of 10 February).
Electronic Communications Services: Service normally provided for remuneration which consists wholly or mainly in the conveyance of signals on electronic communications networks, including telecommunications services and transmission services in networks used for broadcasting, without prejudice to the exclusion referred to in point b) of paragraph 1 of article 2 (Law no. 5/2004 of 10 February).
Switch-Off (of the terrestrial analogue system): Termination of terrestrial analogue television broadcasting. From 26 April 2012, the terrestrial television service has no longer been available via analogue, and has been available through digital only.
