Summary:
The March 2012 issue of the Spectru monthly bulletin includes news items on completion of the first phase of the plan to end analogue terrestrial television transmissions (switch-off plan), divulgation of the Regulation Amending the Portability Regulation and approval of the draft decision on notifying the European Commission, the Body of European Regulators for Electronic Communications (BEREC) and national regulatory authorities of other European Union member states about procedures to follow when gauging the quality of service of regulated wholesale offers.
Other highlights of this issue include the release of fourth quarter 2011 statistics on electronic communications and postal services, publication of a decision on the confidentiality obligations of postal operators and a summary of ANACOM’s efforts to fulfil the troika programme.

Electronic Communications Services: Service normally provided for remuneration which consists wholly or mainly in the conveyance of signals on electronic communications networks, including telecommunications services and transmission services in networks used for broadcasting, without prejudice to the exclusion referred to in point b) of paragraph 1 of article 2 (Law no. 5/2004 of 10 February).
Portability: Feature which means that subscribers to publically available telephone services can request to maintain their number, in respect of the same service, irrespective of the company offering the service, in the case of geographic numbers, at a determined location, and in the case of other numbers, through national territory (operator portability).
Postal Service: Service consisting of the clearance, sorting, routing and delivery of postal items.
QoS - Quality of Service: Term used for a set of parameters which characterise the performance of a circuit, a network or a service.
Switch-Off (of the terrestrial analogue system): Termination of terrestrial analogue television broadcasting. From 26 April 2012, the terrestrial television service has no longer been available via analogue, and has been available through digital only.
