The European Committee for Postal Regulation (CERP) working group responsible for European co-ordination of Universal Postal Union (UPU) issues, WG UPU, held a meeting last 15-16 May in Estoril, Portugal, chaired by Norway.

Representatives of the Association of European Public Postal Operators (PostEurop) and the European Commission (EC) attended as observers.

The group closely studied the proposals for the 25th UPU Congress (to be held from this 24 September to 15 October in Doha, Qatar) published to date, paying special attention to the ones that will most impact European policy-makers and regulators. The general proposals, which usually concern issues affecting the UPU's management and administration for the following four-year period, were discussed in more detail.

WG UPU approved the proposed text for the code of conduct the European CERP countries should follow, which aims to agree on rules and procedures in cases of agreement or disagreement, unanimous or by majority. The code of conduct should be approved at the 46th CERP plenary meeting on 24-25 May 2012 in Belgrade, Serbia.

The next WG UPU meeting has been scheduled for the first week of July (exact dates still to be decided) in Oslo, Norway.
