European Commission publishes draft review of the Recommendation on relevant markets


On 24 January 2014, the European Commission (EC) published a draft review for the second amendment to the Recommendation on relevant markets, where it is currently working to revise the list of predefined markets subject to ex-ante regulation.

In a process which it wants to be transparent, the EC has published the draft revised Recommendation on Relevant Markets and its accompanying draft Explanatory Note. These documents will form the basis for discussion at the Body of European Regulators for Electronic Communications (BEREC), which is the main interlocutor of the Commission at this stage of the proceedings, and other stakeholders. This publication does not constitute a formal consultation of BEREC, as stipulated by article 15(4) of the Framework Directive.

Comments will be taken as contributions to a stakeholder workshop on relevant markets of the electronic communications sector in the European Union (EU), scheduled to be hosted by BEREC on 26 February 2014, in Stockholm, Sweden.

This draft second review of the Recommendation on relevant markets results from a public consultation conducted by the EC between 16 October 2012 and 8 January 2013 and from the study "Future electronic communications markets subject to ex-ante regulation", commissioned by the Directorate General for Communications Networks, Content and Technology (DG Connect) and published in September 2013.
