Public consultation report on the review of wholesale roaming markets


On 29 July 2016 the European Commission (EC) published the public consultation report pertaining to the review of wholesale roaming, markets, the fair use policy and the sustainability mechanism which took place from 26 November 2015 to 18 February 2016.

As far as the fair use policy is concerned, the report reveals that individual clients advocate a wide-ranging policy which accommodates the roaming requirements for tourism, businesses and regions near borders. Furthermore, the mobile operators argue that the requirements for business purposes and in border regions have to be deal with by specific tariff plans.

As regards the sustainability mechanism, a widespread view held by respondents is that this mechanism should not be overly complex.

The results of the public consultation shall be borne in mind in the preparation of implementing acts of the fair use policy and the sustainability mechanism of the EC whose adoption is set for 15 December 2016.
