9th meeting of CPLP Communication Ministers


The 9th meeting of Communication Ministers from the Community of Portuguese Language Countries (CPLP) took place last 19 August in Maputo, Mozambique, and focused on the “Digital Agenda for the CPLP”.

ANACOM was represented as the government’s advisor in such matters, accompanying the representative of the state secretary for infrastructures. The other participants were Communication Ministers from the CPLP, except Cabo Verde, the Association of CPLP Communications and Telecommunications Regulators (ARCTEL-CPLP) and the International Telecommunication Union (ITU).

The following results stand out:

  • commitment to draw up a digital agenda for the CPLP and designation of ARCTEL-CPLP as coordinating body for that purpose;
  • approval of the rules governing the Communication Ministers’ meeting, the aim being to establish organisation and decision-making procedures for the meetings;
  • approval of the Maputo Declaration, acknowledging the need to determine a strategy for the sector in the CPLP that can help develop markets in each of its members while at the same time developing the CPLP market as a whole.

This meeting was preceded by the technical preparatory meeting on 17-18 August.

The 10th meeting of Communication Ministers will be held in 2018 in Equatorial Guinea.
