Summary: This report contains the conclusions of a study on the collective use of the radio spectrum in the European Union (EU), prepared for the European Commission by a consortium of consulting companies made up by Mott MacDonald Ltd, Aegis Systems Ltd, Indepen Consulting, IDATE and WIK-Consult GmbH.

Among other items, the study analyses how the extension of the approach to the collective use of radio spectrum may contribute to broaden EU’s policy objectives on this matter, namely regarding the optimisation of the use of scarce radio spectrum resources, strengthening the internal market, supporting innovation and promoting competition.
