Television is about to undergo its most profound revolution to date. The switch from analogue to digital television, will transform the domestic TV set into a gateway to the Information Society. As broadcasting converges with the telecommunications and computing sectors, new operators will enter the business, and new regulatory models will evolve in response to the multi-channel, multi-platform universe.

The advent of digital terrestrial television is particularly important, given the access of terrestrial broadcasting to the mass market. Alternative delivery mechanisms - cable, satellite and Internet - will, however, increasingly compete with terrestrial broadcasting, and subscription-based pay-TV channels will intensify their competition with free-to-air channels.

The Conference on Digital Terrestrial Television, part of the Portuguese Presidency of the Council of the European Union, is organised by the Portuguese authorities responsible for the audiovisual and telecommunications sectors, and comes at a crucial moment for the European television sector. The Conference brings together the leading market players and regulatory bodies, in order to define the guiding principles for the introduction of Digital Terrestrial Television within the single market.

The Conference will be divided into three working groupshttp://www.anacom.pt/template12.jsp?categoryId=22: DVB-T's technological aspects and market; alternative implementation scenarios; and EU initiatives and policy. The conclusions of the Conference may contribute towards guiding key decisions to be taken in the near future concerning issues such as analogue switch-off, new regulatory models and public plans to accelerate the transition to digital television.
