Table 1). The amount of cabled households by all operators was thus above 4 million1. In the quarter analysed in this report, Centre was the region with the highest growth in cabled households (2.4 per cent), with a very similar variation in the North (2.3 per cent). The most significant yearly variation took place in the North (15.9 per cent). Unit: Thousand
At the end of 1Q07, cable television distribution service had 1.4 million subscribers2, a figure that is slightly above that of the previous quarter. Vis-à-vis the same quarter of the previous year, there was a 2.1 per cent growth, which stands for 30 thousand new subscribers since 1Q06. The ratio of subscribers to this service versus the Portuguese population grew 0.2 per cent since the previous quarter, to 13.6 per cent3. Source: ICP-ANACOM ----- 1 The provision of the service by more than one operator in the same region makes a multiple cabling of the same household possible. This means that the sum of households cabled by all operators, putting together the figures reported by each one of them, may contain double counting. That is apparent, for instance, in the Lisbon area, in which the sum of households cabled by all operators is greater than the total amount of households. This is becoming more important in line with the growth in competition among operators. For this reason, the penetration indicator ''cabled households/total households'' was terminated. Indeed, it is impossible to bypass this double counting issue and thus ICP-ANACOM considers that this indicator should not be used to monitor the service’s penetration rate.

2 It is worth mentioning the influence of the protocols between the Government of the Republic, the regional Governments of both the autonomous regions, ICP-ANACOM and the sole television distribution network operator currently in each of those two regions. They aim at guaranteeing to the citizens of the archipelagos free Access to the national free-to-air channels and the gradual migration of analogue to digital technology. Madeira's protocol was signed on 6 August 2004, with visible effects namely on the amount of subscribers to the cable television service, since 4Q04. Azores’ protocol was signed on 5 November 2005 with effects now becoming apparent, namely with the increase in the amount of subscribers to the cable television service.
