An extraordinary meeting of project team ECC PT1 (International Mobile Telecommunications - IMT) was held last 28 November in Maisons-Alfort, France, chaired by Didier Chaveau. The only purpose of the gathering was to deal with issues associated to the core UMTS band (2 GHz), specifically its planning. About 25 participants attended, including representatives from administrations, the European Communications Office (ECO), European Commission, operators and manufacturers. ECC PT1 is responsible for all issues concerning IMT; among other aspects, its mission is to develop harmonisation measures for IMT-identified bands and respective channels, to conduct sharing/compatibility studies involving IMT and to co-ordinate European positions within the ITU Radiocommunication Sector (ITU-R).

The main goal of the meeting concerned revision of Decision (06)01 on the core UMTS band, which comprises 1900-1920 MHz, 1920-1980 MHz/2110-2170 MHz and 2010-2025 MHz, wherein the TDD (time division multiplexing) and FDD (frequency division multiplexing) duplex modes are included. In the wake of discussions in the ECC it was agreed that ECC PT1 should as a departure point revise this decision to include technical conditions for the FDD band, namely considering the results of CEPT Report 39. It was concluded that the revision is much more complex for the TDD band (1900-1920 MHz and 2010-2025 MHz), given that the results of CEPT Report 39 indicate the need to establish technical requirements tighter than the current ones. ECC PT1 has therefore revised Decision (06)01 only with respect to the FDD bands; the revision must still be consolidated regarding the TDD bands.

The meeting began with presentation of results from the study sponsored by the European Commission to identify the socio-economic benefits of possible scenarios to apply in those TDD bands (for example, the benefits of implementing downlink or low power TDD). Basically, the following is advised:

  • Liberalisation of the 2 GHz band should be carried out on a mandatory basis at EU level based on application of the technical conditions in Report 39. An implementation date should be established as from 2013;
     
  • The use of the TDD bands in 2 GHz for downlink services must be harmonised;
     
  • Spectrum commerce should be encouraged along with "shared" spectrum use.

During the discussions at this extraordinary ECC PT1 meeting, it was acknowledged that the choice of a single common scenario for the TDD bands is crucial in order to facilitate their implementation, facilitate cross-border co-ordination and benefit the economies of scale for equipment. As for possible usage scenarios to harmonise for the TDD bands (namely between the option for low power TDD and downlink), ECC PT1’s preliminary conclusion is that they should not be assigned to low power TDD networks in so far as that would not encourage efficient spectrum use. On the other hand, regarding downlink, that option would facilitate intra-band compatibility questions (without affecting the need to closely study compatibility with FDD systems (1920-1980 MHz band)).

A contribution from the DECT Forum was presented, emphasising that the introduction of "liberalised" systems in the 1900-1920 MHz TDD bands implies additional compatibility issues that have yet to be duly studied. In particular, they are very worried about the possibility that terminals in this band may be affected by interference from DECT systems due to the selectivity of current TDD system receivers.

These conclusions were submitted to the ECC ahead of a decision on future steps to take in the revision of Decision CEPT ECC (06)01.

The next ECC PT1 meeting will be held this coming 11-13 April in Poland.
