Summary:

The April 2009 edition of the Spectru monthly bulletin includes reports about five public consultations launched by ANACOM, on adjustment of the National Numbering Plan (NNP) to value added services based on message sending, modification of the Quality of Service Regulation, the digital dividend, the draft regulation on the settlement and collection of fees due to the regulator, and the new annex 6 of the current National Frequency Allocation Plan (NFAP 2008).

Other highlights of this issue include information about the workshop on the digital dividend organised by ANACOM for 16 April, the new legal system for the construction, access and installation of electronic communication networks and infrastructures, the international roaming questionnaire whose replies must be sent to ANACOM by 28 April and approval of the 2009 RIO.

Glossary
National Numbering Plan: Range of numbering or addressing resources administered by ANACOM, organised and defined according to international standards and/or recommendations, that identify subscribers, services, networks or network elements, as well as a set of rules on the format and structure of such resources.
QoS - Quality of Service: Term used for a set of parameters which characterise the performance of a circuit, a network or a service.
Roaming: International Roaming is a service that allows you to use your mobile phone abroad to make or receive voice calls, send or receive data (including SMS, MMS and Internet access) or gain access to other features associated with this type of service. The prices charged for communications in roaming are generally higher than the prices of communications within the national territory. This is because the foreign operator charges your home operator for the use of its network.
