Resolution of the Council of Ministers
One of the areas in which communication and information technologies contribute to the improved and more efficient performance of the tasks faced by the Government is that concerning its relationships with the people and other institutions.
Information technologies provide the State with much wider ranging possibilities of achieving the essential objective of any democratic State - that of bringing it closer to its citizens.
There are many ways in which these technologies can contribute to achieving this; the use of Internet pages by the public organisms is just one of these methods.
These pages can provide information held by these organisms which is very relevant to the general public and which, in relation to certain categories, was made obligatory by Resolution of the Council of Ministers no. 95/99 of August the 25th.
To easier access, resulting in more speed and less bureaucracy, we can add the new opportunities of crossing and exploring information made possible through the digitalisation of information.
It is therefore important that the Public Administration Internet pages maintain the level of quality necessary to achieve the potential they contain. Only this kind of quality can ensure that all those who, along with the Administration, use them to their benefit, and only the Internet can guarantee gains in efficiency and productivity of the Administration resulting from the use of Internet pages.
Thus, we must institute mechanisms that systematically evaluate the Public Administration pages on the Internet to confirm their compatibility with basic quality criteria. This objective was identified in the Internet Initiative approved by Resolution of the Council of Ministers no. 110/2000 of August the 22nd, which also coincided with the concern shown by the Inter-ministerial Commission for the Information Society, proposing the adoption of the following measures by the Government in this area:

Under the terms of paragraph g) of article 199 of the Constitution, the Cabinet resolves:
1 - The Internet pages of organisms that are directly or indirectly integrated in the administration of the State shall be subject to periodic evaluation.
2 - The evaluation mentioned in the previous number is intended to calibrate the level of updating of information made available, the clarity of the form in which it is presented, the facility of searching for information and compliance with legislation related to the content and method of presentation of the pages of public organisms, namely accessibility by citizens with special needs.
3 - The evaluations that are the object of this resolution shall be made public.
4 - The objective of the evaluation that is the object of this resolution is the production of recommendations aimed at perfecting and improving the quality of the pages evaluated and the divulgation of good practice.
5 - The definitive forms of evaluation of the pages of the organisms referred to in number 1, namely in that concerning periodical evaluation and the responsibility for the same, shall be the responsibility of the Inter-ministerial Commission for the Information Society.
