"When you’ve been working on broadband policy as long as I have, you know one thing for sure: while everyone agrees that broadband policy is necessary, as soon as you start looking at what it should be, everyone disagrees.

A few years ago, the ITU published a broad statistical analysis that showed that countries that had implemented Broadband Plans had better fixed broadband subscriber numbers that those that didn’t. An important data point, but a frustrating one also , raising a key question: ‘what measures should these broadband plans include?’

Diffraction Analysis collaborated with Nokia these last few months to answer that question, as well as examine the impact of specific types of measures over time. We focused on 35 countries’ Broadband Plans and focused on 5 measures included in some of these plans to try and evaluate their impact quantitatively.

The paper is entitled Government Broadband Plan: 5 key measures that proved to make a difference. It’s freely available on Nokia’s website, and targeted at policy makers or influencers to help them dig deeper into some of the policy measures that have clearly impacted markets in which they’ve been implemented.
