"Many nations have introduced, or are considering, a consolidated regulatory model for electronic communications in part as a response to the convergence of technologies, services, markets, and service providers. Under consideration is whether to combine telecommunications and either broadcasting regulation or a generic antitrust-like regulation. The Yankee Group categorizes different regulatory models across a spectrum, as depicted in Exhibit 1. Although variations abound, this schema allows for a degree of differentiation, and comparison between different national structures. In this Global Regulatory Strategies report, the Yankee Group examines global trends in the restructuring of regulators. We outline the rationales and expected outcomes of converged regulator models, and examine the challenges nations face in merging regulators. The Yankee Group has published extensively on appropriate and adequate structural and functional aspects of communications regulators.
