| NOTAS: | "Ovum's first iteration of its annual Regulatory Scorecard compares the regulatory environment across France, Germany, Italy, Spain and the UK ("the EU5"). We have assessed key retail and wholesale obligations imposed on dominant operators across these countries to establish a best practice case and then compare how close countries are to it. Despite a common regulatory framework in place at the EU level, there remain large discrepancies between how national regulatory authorities (NRAs) have applied the framework, which has a number of implications for the creation of a single market in telecom services. The challenge now is for regulators to raise their game in those areas where they fall short and learn from best practice elsewhere. Operators should apply pressure particularly in areas where regulatory ineffectiveness is hampering their efforts to compete." |
