| NOTAS: | "Regulators and policymakers have a responsibility to ensure that they take into consideration how the industry will evolve, and how consumers and businesses make use of telecoms services. Currently, they tend to asses how the market is likely to develop over a two to three year period. It is therefore not unreasonable to assume that regulators will carry out comprehensive market reviews perhaps three to five times during the period leading to 2025. What is clear is that in the short term things are unlikely to change dramatically from the way they are today. Those being regulated prefer predictable and steady decision-making so they can be clear how their investments and other business decisions are likely to be treated. However, some of the issues that we have identified will require a more fundamental change, not only in the way that regulators regulate but also in how they interact with other regulatory bodies.
Many of the issues identified here will play out on a global stage and will not be led or dominated by any one regulatory body. For example, over time it is almost inconceivable to have an approach to net neutrality in the US that differs significantly from that of the rest of the world. We expect these issues to level out in a broadly similar way, although with some different approaches in how they are monitored and enforced.
What is clear – and comes through more than once – is that regulators and policymakers will need to work more closely together. This is especially true between different parts of the industry as new technologies and services become a reality. For some regulators, that will require a fairly significant departure from the way they are used to operating." |
