"As part of its strategy to achieve a Digital Single Market, the European Commission has embarked on several regulatory reforms to take account of the evolving consumption of media and communications services. In a world where full connectivity is becoming reality, technology is changing users' habits and in turn disrupting business models. Copyright is one of the areas in which such disruption is evident, given the more immediate and borderless fashion in which content is accessed.

The EC's initiatives to reform copyright will go some way toward addressing demands coming from end users, like that for cross-border content portability and retransmission of content, which industry has so far failed to satisfy appropriately. However, there is a high level of uncertainty around the possible drawbacks of such reforms; these could displace industry players and devalue existing investments to such an extent that the unintended outcomes of some proposals could outweigh the perceived benefits.."
