"This study provides the European Commission (Directorate-General for Communications Networks, Content and Technology, DG CONNECT) with an estimation of the impacts of the extension of the scope of the Geo-blocking Regulation to audiovisual and non-audiovisual services giving access to copyright protected content. This study has been prepared in the context of the activities carried out by the
Commission for the review of the Geo-blocking Regulation pursuant to its Article 9, which specifically includes for the first review, an assessment of the scope of the Regulation regarding, in particular, partial exclusion of non-audiovisual electronically supplied services from Article 4, as well as audiovisual services fully excluded from its scope. This study is based on several data collection tools: desk research, literature review, stakeholder interviews, a consumer survey, a mystery shopping exercise and data analysis and provides integrated conclusions for each of the sectors under scope (audiovisual, music, e-books and software and games)."
