"Despite the EC’s best efforts to harmonize regulation and achieve a single market for telecoms, national regulators are still adopting widely different approaches when regulating wholesale broadband access. Scoping of relevant markets and relevant remedies also differ within countries, with regulators finding significant inconsistencies in competitive conditions. This is further confirmed by differences in regulated pricing.

Under these conditions, it is unrealistic to think of a regulatory framework that would rely on a single pan-European regulator. National regulatory authorities are best placed to take account of specific aspects within each country that are relevant to setting out sensible regulation."
