"The regulation of mobile call termination has long been on the agenda of most national regulatory authorities (NRAs). Mobile termination rates (MTRs) are the price floor in terms of the retail cost to consumers, and mobile network operators (MNOs) are by now well used to pressure from regulators aiming to bring rates down to cost-based levels.

Since the 2009 EC Recommendation on the Regulatory Treatment of Fixed and Mobile Termination Rates, European regulators have been required to consider a common long-run incremental cost (LRIC) methodology when imposing price controls on those operators designated as having significant market power (SMP). Most countries are moving toward very low, cost-based rates, although several countries are yet to comply with the EC's recommendation, which had a deadline of January 2013.

The lack of supranational frameworks mean that significant divergences exist in how mobile call termination is regulated in Asia-Pacific, South and Central America, and the Middle East and Africa. Nevertheless, cost-oriented rates, using an LRIC model, have been broadly imposed, although the use of glidepaths for the coming years is less widespread."
