| NOTAS: | "While VoIP has proved increasingly popular worldwide in recent years, regulatory frameworks in different countries have generally failed to keep up with its development. Regulators have adopted different definitions of VoIP, and consequently dealt with the issue of regulating it in different ways. The approaches described in this report vary from complete deregulation to outright blocking for software-based VoIP such as Skype, although fewer discrepancies occur where VoIP is defined as a technology to deliver traditional telephony services. The awarding of numbering resources is also treated in different ways. Regulators appear far from developing a common position that could foster the development of VoIP services." |
