"The net neutrality debate began in the US but during 2010 European regulators moved the debate forward. The French & UK regulators and the European Commission (EC) all held consultations in 2010 to outline their initial thinking. They have indentified transparency as the most important principle, while reasonable traffic management will be allowed subject to transparency and minimum service quality. Meanwhile, the Federal Communications Commission (FCC) finally made progress (following a lengthy debate) and imposed the new net neutrality regulations in December 2010. Verizon filed an appeal against the FCC order in January 2011 because it believes the rules assert too much control of the Internet. The net neutrality debate continues into 2011, both in Europe and the US."
