"The national regulators of Brazil (Anatel) and Chile (Subtel) have – almost simultaneously – released new rules aiming to improve consumer protection in their respective countries. Despite the inevitable differences, there are striking similarities in way the two regulations seek to increase transparency and enhance consumers' ability to compare and choose between different services, and make terminating and switching contracts easier.
As Ovum's research shows, this approach is part of an international trend, and we are likely to see more of it in South and Central America, where regulators still have some way to go to catch up with international best practice. Although operators may see some of these rules as a burden, they should not underestimate the importance of developing a relationship of trust with their customer base. They should look to maintain a proactive, collaborative approach in order to minimize the need for further regulation and preserve the level of trust that consumers have in telecoms services. Such an approach will encourage further uptake."
