The Brazilian telecoms market is still clearly growing, but the growth rate for most services has been significantly lower than in previous years. The mobile market is reaching full maturity, so developments are now expected in the fixed sector, where wholesale broadband access should finally take off following Anatel’s approval of measures in that area. The regulator has been active in many respects, including its approval of a framework for the regular analysis of markets and the consequent rulings on
SMP to impose asymmetric regulation. It has also awarded new spectrum to mobile network operators (MNOs) to facilitate the deployment of 4G mobile broadband, and it is looking at further awards. Anatel is also protecting consumers through recently passed quality of service (QoS) measures for broadbrand, and rules on net neutrality are likely to be approved during 2013.
