"The ims to Accelerate the Transition to Ultrafast Broadbandpact of digitisation on all aspects of European economies and society continues to grow. However, the opportunities offered by this digitisation are dependent on widespread access to high-speed internet connections. The European Commission has set the target that all European households should have access to networks offering a download speed of at least 100 Mbps by 2025. A number of supply-side policies aimed at stimulating investment and infrastructure roll-out have followed. However, such policies assume that sufficient levels of demand – and particularly the willingness to pay – exist or will come to exist. This should not be taken for granted.This CERRE report considers the determinants of demand for ultrafast broadband, the motivations of consumers in switching from basic connections and barriers they may encounter, and examines a number of demand-side policy options which could help accelerate the transition to ultrafast broadband."
