Such schemes have usually been driven by the regulator's wish to determine the overall consumer experience in relation to broadband services, as consumers often do not receive the connection speeds that they pay for. The schemes have also formed part of work on net neutrality and quality of service (QoS). Most of the schemes studied in this report are at an early stage or are awaiting implementation; however, broadband speeds in those countries where a monitoring scheme has been in place for a number of years have increased significantly" |
