"On September 14, 2016, the European Commission (EC) published detailed proposals to reform the EU's telecoms rules, which were last updated in 2009, in an effort to meet the growing connectivity needs of customers. One of the major elements of the package is a new Electronic Communications Code (ECC). The aim of the ECC is to simplify the legal framework in the EU in order to attract investment in high-capacity networks and public Wi-Fi access, harmonize EU legislation, reduce legislation in markets that are competitive, and level the playing field between telecoms operators.
This is the EC's attempt to show that the rules apply not only to the legacy telcos, but also to new and emerging players, such as Facebook and WhatsApp, which provide similar or identical services. The bill has already been passed by the European Parliament and is now expected to receive final sign-off
by all EU legislative bodies before becoming law in Q3 2017."
