Since the signing in November 1991, of a cooperation protocol between the General Directorate for Regulation of the Ministry of Posts and Telecommunications and the then Instituto das Comunicações de Portugal (ICP), bilateral relations have been guided by the exchange of information and bilateral meetings, among other activities.
