This document describes the methodology defined by ICP - Autoridade Nacional das Comunicações (ICP-ANACOM) for calculating CLSU - custos líquidos do serviço universal (net costs of the universal service), provided by the Universal Service Provider (USP) 1, to be applied until the universal service provider(s), which shall be designated following a tendering procedure, start(s) the service provision, in which case the CLSU shall be identified in the scope of the tendering procedure itself.
The methodology herein has benefited from a consultancy work carried out by Wik-Consult GmbH, provided during the public consultation and prior hearing stage, together with the DD.
