Suitable Infrastructure Information System (SIIS)
The SIIS is the suitable infrastructure information system provided in Decree-Law No. 123/2009, changed and republished by Decree-Law No. 92/2017, 31 July, and the system which assures the provision of information relative to the infrastructures suited for the accommodation of electronic communication networks.
What information should be disclosed in the SIIS?
The SIIS should contain the following information:
a) Procedures and conditions governing the allocation of rights of way;
b) Announcements on the construction of infrastructure suitable for the accommodation of electronic communications networks;
c) Records, with geo-referenced, comprehensive and integrated information of all infrastructure suitable for the accommodation of electronic communications networks, including public ITUR infrastructure;
d) Procedures and conditions that apply to the access to and use of infrastructure which is suitable for the accommodation of electronic communications networks.
Who manages the SIIS?
ANACOM is responsible for the design, management and maintenance of the SIIS, and is also responsible for maintaining its accessibility and availability.
Who ensures that the information contained in the SIIS is updated?
The entities that provide information for inclusion in the SIIS are responsible for the permanent updating of information. Similarly, all information contained in the SIIS is binding upon the entities responsible for its production and provision.
Who has access to the SIIS?
Access to the SIIS is limited to the following organisations:
- The State, Autonomous Regions and local authorities;
- All entities which are subject to supervision or oversight by state agencies, Autonomous Regions or local authorities and which perform administrative functions (commercial and non-commercial), as well as state companies and concessionaires, in particular those working in areas of road and railway infrastructure, ports, airports, water supply, sanitation and transport and in the distribution of gas and electricity;
- Other organisations which are in possession of or which operate infrastructure encompassed by the public domain of the State, Autonomous Regions or local authorities;
- Electronic communications companies and organisations that are in possession of infrastructure suitable for carrying electronic communications networks used by the former in the exercise of their activity;
- Sector regulators.
Access to the SIIS is subject to compliance with the legal conditions required to obtain access credentials for this purpose.
What are the conditions governing access to the SIIS?
Organisations with access to the SIIS are subject to an accreditation procedure.
How do I obtain credentials to access the SIIS?

The application for accreditation must include identification information and documents which demonstrate that the individual making the request for accreditation on behalf of an entity is authorised for the purpose and that the contact email address given for the purposes of accreditation belongs to that individual. For this purpose, evidence can be provided by sending a power of attorney signed by whosoever has powers to represent the legal person (the signatures must be recognised in that quality) together with a copy of the identification documents belonging to the person making the request for accreditation. The application must also include the other required documentation as specified in the application form's instructions. Once the form has been completed and submitted, the application will be examined by ANACOM who will decide whether it is to be granted.
Can state organisations, Autonomous Regions, local authorities and sector regulators which do not possess infrastructure suitable for carrying electronic communications networks also access the SIIS?

Can an individual citizen obtain access to the SIIS?
No. Access to the SIIS is limited to the organisations detailed in question 5.
Who is the entity administrator?
The entity administrator is the person who submits a request for accreditation on behalf of the applicant entity and is duly authorized for this purpose; i.e., the individual selected and mandated by each entity (as covered by article 26, paragraph 2 of the same Decree-Law, and including the sector regulators in addition to the entities referred to in article 2) to represent the entity in all matters related to the Sistema de Informação de Infraestruturas Aptas (SIIA) - Suitable Infrastructure Information System (SIIS).
If the request for accreditation is accepted, ANACOM will send the credentials (username and password) to the entity administrator. These credentials are confidential and should remain known only to the entity administrator; they must not be disclosed to any other person, since all operations performed on the SIIS application are associated with these credentials and will be kept on record.
What actions can the entity administrator perform on the SIIS?
With the credentials that grant access to the SIIS application, the entity administrator can perform the following tasks on behalf of the entity:
1. Perform detailed searches across the entire SIIS application;
2. Search and check all notifications, alerts and indicators on the SIIS homepage;
3. Search indicators on their entity. If the entity in question is a sector regulator, this search can include information on the entities under their regulation, as well as information on their own organisation.
4. Configure notifications on the SIIS homepage;
5. View, create/edit construction announcements, and submit expressions of interest in announcements published by other entities;
6. Search and view the details of other accredited entities in the SIIS;
7. Manage users associated with the entity - activating and deactivating users and defining user profiles;
8. View alerts triggered by the loading processes (tab available only when the entity is a provider or a municipality);
9. Load data to the SIIS (providers and municipalities only);
10. Edit the entity's data on the entity data file.
11. Use the "Map" feature to browse, performing various tasks, including route calculations, viewing registered objects and creating areas of influence;
12. Create registration objects (providers and municipalities only).
How long does it take for ANACOM to decide on an application for access accreditation?
After submitting the accreditation application form (and provided the proper documentation is attached), ANACOM will make a decision within 90 days; in exceptional circumstances this period may be extended by up to a further 90 days. This response time is counted in workings days from the date of the form's submission.
Is it possible to obtain information about the progress of a submitted application for access accreditation?
Yes. For information on an application's progress, contact ANACOM:
Interested parties have the right to be informed about the progress of an application process directly referring to them. In particular, they have the right to know which department is dealing with the application, about the steps that have been completed, about any irregularities detected and requiring rectification by the applicant and about the decisions adopted with regard to the application.
Is ANACOM able to deny an application for access accreditation without giving prior notice?
No. Any decision to deny access accreditation (i.e., to reject of an application for accreditation to access the SIIS) is subject to a prior hearing procedure under the Código de Procedimento Administrativo (Administrative Proceeding Code). By means of this procedure, the applicant will have opportunity to comment on a decision to deny an application before it is made final.
Are accreditation requests subject to payment of a fee?
