Definitions


Primary Assignment:
Assignment of numbering resources by the ICP to public telecommunications network operators and public-use telecommunications services providers, henceforth known as operators and providers.

Secondary Assignment:
Assignment subsequent to primary assignment carried out by operators or providers to their customers during normal usage of the resources assigned by the ICP.

Reservation:
Retention by the ICP of resources for future identification of services or applications, as well for use by operators and service provides, preceding, in normal situations, the assignment of their respective resources.

Recipient:
The receiver of a numbering resource assignment

Recovery:
The act of the ICP removing from an entity the right to use numbering resources that had previously been assigned.

Unavailable:
Refers to a resource that is temporarily unusable for assignment

Resources:
Any numbers, codes, names or addresses that serve to identify customers, services or applications, operators, service providers, telecommunications networks or systems.
