2.1 Supply of networks and services


Given that the promotion of open and competitive markets helps satisfy citizens? and companies? communication needs on the one hand, and economic growth, competitiveness, job creation and development of the information society on the other, ICP-ANACOM has been adjusting its activity in line with new market developments, particularly with regard to full liberalisation of the sector, so that markets can evolve in a balanced and harmonious manner.

The actions that substantiated this goal of ICP-ANACOM in 2002 are described in the following chapters. They specifically aim to regulate and supervise the obligations inherent to the open network provision (ONP) and of the operators with significant market power, and to minimise obstacles to the development of effective competition and the remaining public interest goals.
