Licensing and authorisation procedures


At the end of 2002, 97 entities were registered with ICP-ANACOM to provide public use telecommunications services. Of those, 65 were authorised to provide data transmission services (particularly internet access services), 17 to provide voice transport services in closed user groups, 9 to provide communications via satellite services, 3 to operate public payphones for access to fixed telephone service and 5 to offer other services such as virtual calling calls, resale of fixed telephone service and videoconferencing.

Also licensed at the end of 2002 were 52 entities (some of whom with more than one licence) authorised to establish or supply public telecommunications networks, to establish and operate a digital terrestrial television platform, to provide fixed telephone service, to operate fixed wireless access (FWA) systems, to operate international mobile telecommunications systems (IMT2000/UMTS), to provide land mobile service (GSM/DCS1800) and to provide trunking mobile service.

At the same date there were also 18 companies authorised to carry out the activity of cable distribution network operator.

Over the course of 2002 various inspection and investigation actions were undertaken, related to the regime for the access and practice of telecommunications activity and which specifically involved the verification of internet sites that were modifying the support telecommunication service, the supervision of cable distribution operators and fixed wireless access (FWA) operators, verification at PT Comunicações of infrastructure space conditions and the availability of fixed telephone service price tables, supervision of compliance with ICP-ANACOM determinations regarding the interconnection dispute involving OniWay versus VODAFONE TELECEL and OPTIMUS, and the verification of availability conditions for the service of virtual calling cards for international calls.
