As the postal sector was still not fully liberalised, the year 2002 was marked by steps towards its liberalisation, based above all on a reduction in the scope of reserved services. Matters related to universal postal service were particularly dealt with, along with monitoring service quality, the creation of postal statistical indicators and licensing and authorisation procedures for operators and service providers and the respective supervision.
