In the framework of ANACOM’s decision regarding the imposition of obligations in wholesale markets for call origination and termination (markets 8 and 9 of the Commission Recommendation 2003/311/EC, of 11 February 2003), the obligation to provide a capacity-based interconnection model, as opposed to the delayed interconnection model (i.e. based on switched call duration) was imposed upon the PT Group. The Authority has promised, before the end of the first half of 2005, to present discussion guidelines for the alteration of the reference interconnection offer in order to accommodate the capacity-based interconnection offer (or flat interconnection tariff).
In this context, by its determination of 24 June, ANACOM approved the launch of a public consultation on the capacity-based interconnection offer (flat interconnection tariff), within the scope of the provisions contained in article 6 of the Statutes (Decree-Law no. 309/2001, of 7 December), with a period of 30 working days for interested parties to voice their opinions. Comments are thus encouraged by the deadline of 10 August 2005 and may be sent, preferably by email, to tarifaplana@anacom.pt.
